WR Numero survey shows PBBM satisfaction rating falls to its lowest since taking office

Survey by public opinion firm WR Numero shiows satisfaction rating of President Ferdinand Marcos Jr. fell to its lowest since he assumed office.
Marcos’ performance satisfaction score was down to 21 percent, its November 2025 survey suggested. The figure represented a 14-percentage-point drop from August 2025 and was the “steepest decline” since February 2025, the pollster said.
The non-commissioned survey, which polled 1,412 Filipinos from Nov. 21-28, also suggested that nearly half of Filipinos, or 47 percent, said they were dissatisfied with Marcos’ performance — a 15-percentage-point increase from August and his “highest dissatisfaction rating” since December 2023.
“You clearly see here that for more Filipinos, in fact, close to the majority, at 47 percent, they are unhappy with the President’s performance and only a few are now happy or satisfied,” WR Numero President and CEO Cleve Arguelles said.
Arguelles noted that former President Gloria Macapagal Arroyo had a 22 percent satisfaction rating in 2008 and 16 percent in 2010. This puts Marcos’ 21 percent rating “between those two records of being an unpopular president post-EDSA,” he said.
Those who expressed the “strongest disapproval” towards Marcos’ performance were younger Filipinos, WR Numero said, noting that among those 30 and younger, 64 percent were dissatisfied with his performance.
Satisfaction “peaked” among seniors 60 and older, with four in 10, or 41 percent, approving, it said, adding that Filipinos aged 31 to 59 are “split” in their views.
Marcos’ satisfaction rating plunged to its lowest amid the widening investigation into the flood control scandal, which recently saw him and his allies being implicated in corruption. They denied the accusations.
Meanwhile, Vice President Sara Duterte had a satisfaction rating of 43 percent in November 2025, WR Numero said. This was a 4-percentage-point decline from her August 2025 rating of 47 percent, it said.
The pollster noted that dissatisfaction rose slightly to 23 percent in November from 21 percent in August.
Notably, younger Filipinos were satisfied with Duterte’s performance, according to the survey. On the other hand, dissatisfaction and uncertainty were highest among senior Filipinos
The poll also suggested that Duterte supporters showed “overwhelming approval” as 79 percent were satisfied with her performance.
By contrast, WR Numero said, dissatisfaction was high among Marcos supporters at 52 percent and opposition backers at 43 percent.
“More than half of independents remain unsure of their opinion,” it said.
The nationwide survey has a margin of error of ±3 percent at a 95 percent confidence level.
