TNCs, TNVS operators to shoulder 20% passenger discounts – LTRFB

The Land Transportation Franchising and Regulatory Board (LTFRB) has ordered the Transport Network Companies and TNVS operators to equally share “50%-50%” in covering the fare discount.
Under Memorandum Circular No. 2025-10 dated March 19, 2025, the Transport Network Vehicle Service drivers should be spared from shouldering the 20% discount privileges of some passengers such as senior citizens, persons with disability, and students.
“The fare discounts mandated by law and other regulations shall not be passed on by the TNC and the TNVS operator to the TNVS-Driver unless the TNVS operator is also the Driver of the vehicle,” the LTFRB memorandum read.
The memorandum circular shall take effect 15 days following its publication in at least one newspaper of general circulation.
LTFRB Chairperson Teofilo Guadiz reminded TNCs and TNVS operators to strictly follow their share in covering the discount fares.
Under the Expanded Senior Citizens Act, Student Fare Discount Act, and Magna Carta for Persons with Disability, senior citizens, students, and persons with disabilities are entitled to a 20% discount in public transportation fares.
