New chief takes over i-ACT

The Inter-Agency Council for Traffic (I-ACT) warmly welcomed its newly-appointed Chief, Atty. Charlie Apolinario A. Del Rosario, on Wednesday, 9th of February 2022.

I-ACT Deputy Chief Col. Isaias N. Espino (Ret.) spearheaded the virtual Change of Command ceremony, wherein the outgoing Chief and Department of Transportation (DOTr) Assistant Secretary for Special Concerns B/Gen. Manuel S. Gonzales (Ret.) formally welcomed and transferred command authority to Chief Del Rosario. The ceremony is graced by DOTr Assistant Secretary for Road Transport and Infrastructure Mark Steven Pastor, Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Atty. Martin Delgra III, Road Sector Senior Consultant Alberto Suansing, and the officers of the Land Transportation Office (LTO) and I-ACT.

I-ACT’s new action man enthusiastically embraced the challenges of the Council and pledged to continue its on-going initiatives towards a modern and dynamic traffic law enforcement body that is service-oriented and people-centered. “I will do my best to fit a bigger shoe. Now, it’s not just my responsibility to take care of the public but also to take care of my people here in the Council” said Chief Del Rosario.

I-ACT Regional Chiefs such as LTO CAR Regional Director Francis Almora, LTO Metro Cebu Regional Director Vic Caindec, LTFRB Region V Director General Gardiola (Ret.) represented by Jay Odiña, and LTFRB Region Director Ed Montealto with I-ACT Alpha, Bravo, Charlie, Alamid, Anaconda, Baracuda, Cobra, Dragon, Eagle, and Falcon team leaders, some of whom provided status reports, while the other counterparts warmly invited the new chief to join their upcoming operations.
Chief Del Rosario graduated from Saint Louis University with a Bachelor’s Degree in Electronics and Communication Engineering. He completed his Bachelor of Laws and Masters in Development Administration in Don Mariano Marcos Memorial State University. His passion for public service led him to continue his education and graduated with honors at the Development Academy of the Philippines for the study of Corruption Prevention.

Prior to his appointment, he transpired innovation and transformation as he held several key positions in various government agencies such as an Attorney III of the National Telecommunications Commission from 1996 to 2002, Land Transportation Office’s Legal Officer III from 2002 to 2014, Senior Transportation Regulation Officer from 2014-2019, and Chief Transportation Regulation Officer from 2019 to 2021.
