Ford Dealer Charges P70k For Headlight Bulb. What!!!!

My friend Vince Tolentino Abiog tagged me a post on Facebook about a woman who had her 2014 Ford Ranger XLT serviced for a busted headlight.
She brought her unit to Dearborn Motors in Pallocan, Batangas City, a Ford dealership in the city. Based on the Facebook post Ranger owner is Mariethel Garing
Here is how the Ranger looks like.
After the technicians made a once over of Ms. Garings Ranger she was given a cost estimate of the work to be done.
Mind you, all she needed was for her busted left headlamp to be replaced.
Ms. Garing got an estimate for over P70,000. Surprised, Ms Garing asked why. She was told they needed to replace the wiring harness of the Ford Ranger. 
My questions are simple, how can a 3 year old Ford Ranger have a defective wiring harness? Most Ford vehicles have a standard three year warranty, why was it not applied here?
Ms. Garing would also like to know the answers here because, really, P70,000 for a busted headlight? A headlight wiring harness that does not see the light of day busted in 3-years?
Ford’s quality must be getting bad if this is true.
