In a strange twist, Department of Transportation (DOTr) Under Secretary for Rails Cesar Chavez has tendered his irrevocable resignation early this morning. The letter was addressed to President Rodrigo Duterte coursed through DOTr Secretary Arthur Tugade.

Chavez was the man behind the filing of charges of plunder against 14 former officials under the Aquino administration who were perceived to be behind the dismal operations of the MRT3. He also filed charges against members of the Bids and Awards Committee of then DOTC and the sacked service provider BURI.

“I hope the President understands that in the light of recent events involving the MRT3 System, simple sense of delicadeza which I have adhered to throughout my professional life give me no choice but to resign from my said position.” – Resigned Usec. for Rails Cesar Chavez

Sources told Free Spits that Chavez resigned in order not to be involved in the acquisition of a new service provider and other parts for the rehabilitation of MRT3 which is in the process right now. A multi-billion rehab fund has been allocated to the ailing light rail system for its rehabilitation. By resigning, Chavez is said to be distancing himself from the contracts and avoid accusations of anomalies.

Opposition leader Senator Francis Pangilinan, however, hinted at some anomaly inside the DOTr, particularly the MRT3, behind the filing of plunder charges against his party mates at the Liberal Party which Chavez was the main proponent.

To avoid any confusion, Free Spits has acquired a copy of the resignation letter of Usec Chavez and is posting it here.

Is Usec. Cesar Chavez resigning out of delicadeza, or to avoid getting caught in an anomaly?
