AAP opposes DOTr proposed 5-year registration validity

Automobile Association Philippines (AAP) opposed the Department of Transportation’s (DOTr) proposal to extend vehicle registration to five years from three, saying it would create more problems than solutions.

AAP President Augustus “Joe” Ferreria said the focus should instead be on improving government efficiency, citing the long lines at Land Transportation Office (LTO) offices.

Ferreria’s reaction came after acting DOTr Secretary Giovanni Lopez disclosed the agency’ plan to extend the 3-years registration of new vehicles to 5-years to reduce long lines at LTO offices and provide convenience for the public.

“Ang mga casa nagbibigay yan ng 3-year warranty. Ngayon ang mga dealer nagbibigay na rin ng 5-year warranty. Meron tayong presumption na maayos ang sasakyan. Kumbaga nag-level up itong mga casa, magle-level-up din tayo sa mga polisiya natin,” Lopez said.

But, Ferreria said that under a five-year registration system, fines could accumulate over time, making them more costly for vehicle owners, since the No Contact Apprehension Policy (NCAP) records violations against vehicles, not the individual drivers.

“Kung ako nagrerehistro ako ng sasakyan, mahina yung kalahating araw na nandun ka. It’s a complete waste of time sa tao. So dapat talaga ‘yan may itatalaga na turnaround time ng pagpaparehistro. Halimbawa, pumunta ka dun sa loob ng isang oras tapos na. You don’t really need to extend the number of years,” he added.

Under the proposal, vehicle registration would be extended for five years, but starting in the sixth year, annual renewals would be required.

The DOTr is targeting February 15 for the release of a department order and plans to hold meetings with the LTO to issue a memorandum circular.
