PNP memo says village guards cannot ask for your drivers license

The Philippine National Police Supervisory Office for Security and Intelligence Agencies or PNP-SOSIA has advised all security agencies that they are not authorized to ask for the drivers license of motorists entering private subdivisions they are guarding.

This puts to end the endless discussions whether village security guards are allowed to acquire the drivers license of non-resident motorists entering private subdivisions.

”The power to secure and/or confiscate drivers licenses are lodged under the capacity of Land Transportation Office personnel, and others who are duly deputized by the said agency,” the memo says.

“…the HOA’s (homeowners associations) and security guards of subdivisions, villages and condominiums are not authorized under traffic laws to take custody, even on a temporary basis, the license issued by LTO.” The memo continued.

Police Colonel Sidney Villaflor issued the memo to all concerned security agencies, associations and police chiefs in the country.
