New impeachment complaint vs. VP Sara eyed after one-year ban-BAYAN

Militant coalition Bagong Alyansang Makabayan (BAYAN) is set to refile an impeachment complaint against Vice President Sara Duterte once the constitutionally mandated one-year ban on such complaints expires on February 5, 2026.

BAYAN chairperson Teddy Casiño said the group expects to move forward once the ban lifts.

Casiño said we are preparing for the end of the one-year ban in February. Most likely, we will file another impeachment. What happened was incomplete; it did not reach trial.

He added that the grounds for a renewed impeachment may expand as more groups consider filing.

It’s possible the grounds may increase. We had only one ground, others had several. Our position is that our ground remains the strongest so far.

Casiño also noted that BAYAN is closely studying the Supreme Court’s ruling, which struck down the earlier impeachment proceedings against Duterte as unconstitutional and set additional conditions for future filings.

BAYAN previously said the new complaint would center on alleged loss of public trust arising from the supposed misuse of confidential funds by the Office of the Vice President (OVP) and the Department of Education (DepEd) under Duterte.

The first impeachment complaint, filed in December 2024 by civil society groups, religious leaders, sectoral representatives, and families of victims of extrajudicial killings, accused Duterte of culpable violations of the Constitution, graft and corruption, bribery, betrayal of public trust, and other high crimes. It was endorsed by Akbayan Party-list Rep. Perci Cendaña.

Three other impeachment complaints were filed against the vice president.

A fourth complaint, which largely stemmed from the House good government and public accountability panel’s inquiry on the use of confidential funds by the Office of the Vice President (OVP) and the Department of Education (DepEd) under Duterte’s leadership, was endorsed by more than 200 congressmen in February 2025, exceeding one-third of the House membership of 306.

This resulted in the impeachment of Duterte, and the complaint went straight to the Senate as provided in the 1987 Constitution.

In August 2025, however, the Senate voted 19–4, with one abstention, to transfer the impeachment articles to the archives, following the Supreme Court ruling that deemed the complaint unconstitutional.

Akbayan Party-list has since said it remains open to supporting or participating in the filing of a new complaint in 2026.
