Jinggoy asked Sara Discaya to Name your DPWH ‘contact’

Senator Jinggoy Estrada said wants Sara Discaya to name her contacts in the Department of Public Works and Highways (DPWH) that helped her firm secure flood control contracts.

Estrada is eyeing collusion between the contractors and the DPWH officials as a reason why only 15 contractors garnered most of the flood control contracts in the country, among them was Discaya’s firm.

Estrada also said he would request the Senate Blue Ribbon Committee to issue a warrant of arrest for contractors who continue to skip the Senate inquiry into questionable flood control projects.

Senate President Francis Escudero on Monday said he has signed the subpoenas for the flood control contractors to compel them to attend the next Senate hearing into the issue.

Earlier, President Ferdinand Marcos Jr. said he would summon St. Timothy Construction — the contractor that won billions of pesos in government projects — to explain why a flood control structure in Bulacan remained incomplete and substandard over 2 years since its expected completion date.

St. Timothy Construction is linked to Pacifico and Sarah Discaya, a husband and wife duo, who control a group of construction companies based in Pasig City.

The following individuals are the subject of the subpoenas:

  • Mr. Luisito R. Tiqui, President of L.R. Tiqui Builders, Inc.
  • Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
  • Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
  • Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
  • Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
  • Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
  • Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
  • Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
  • Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
  • Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders

“I still don’t believe that they are going to have many excuses because once the excuse is unacceptable, I will really move for their arrest, for the committee to issue a warrant of arrest,” Estrada said.

He said he expects other officials from the DPWH and the Commission on Audit to attend the next hearing, which is set for September 1, Monday.

Sen. Rodante Marcoleta, who leads the Senate inquiry, “does not intend to prolong the investigation” into the anomalous flood mitigation projects, said Estrada, adding that five hearings could be allotted for the issue.

The Senate probe came after President Ferdinand Marcos Jr. published a list of the top 15 flood control contractors in the country.

The President, who stopped short of making a corruption allegation, questioned why only 15 construction companies bagged about P100 billion or 20 percent of nearly 10,000 flood control projects from July 2022 to May 2025.

During the Senate hearing on Tuesday, DPWH Secretary Manuel Bonoan confirmed that there were “ghost” flood control projects in Bulacan and vowed to investigate them.
