NAIA to implement hike in terminal fee starting September 14, 2025

The Ninoy Aquino International Airport (NAIA) private operator San Miguel-led New NAIA Infra Corp. (NNIC) to implement higher terminal fee for outgoing passengers starting September 14, 2025, exactly a year after it took over operations.
Under the Manila International Airport Authority Revised Administrative Order No. 1 (series of 2024), the passenger service charge for international departing passengers will increase from P550 to P950.
For domestic departing passengers, the terminal fee will go up from P200 to P390.
The order also provided exemptions for infants (two years old and below), flight crews, overseas Filipino workers, pilgrims, Philippine Sports Commission delegates, Medal of Valor awardees, and others authorized by law or the Office of the President.
The increase was pursuant to the agreement between the government and (NNIC) when the operations of NAIA was turned over to the private sector last year.
The Department of Transportation (DOTr) had said the looming terminal fee hike would be the first increase in over two decades and would cover the investments made by NNIC.
In March 2024, the DOTr inked the P170.6-billion concession agreement with the NAIA Infra Corp.—then called SMC SAP & Co. Consortium — after the latter offered the highest share of its future revenues from operating the airport to the government.
The group has committed at least P122.3 billion in capital investments for the entire 25-year concession period, equivalent to P4.89 billion per year. It would need to make an upfront payment of P30 billion to the government, and another P2 billion in annual payments for the duration of the contract.
Last week, airport workers, civic organizations, and non-government groups on Tuesday asked the Supreme Court (SC) to declare the Ninoy Aquino International Airport (NAIA) Public-Private Partnership (PPP) project as unconstitutional due to the increase of airport-related fees.
