Philippine National Police (PNP) chief General Nicolas Torre III said that recent “internal issues” involving the National Police Commission (NAPOLCOM) questioning the re-organization in the ranks have already been resolved.

Speaking at the PNP’s flag raising ceremony at Camp Crame in Quezon City, Torre reminded policemen that their loyalty is to the people and the country.

The PNP chief’s remarks comes days after the Napolcom issued Resolution 2025-0531 ordering him to recall his reassignment of some police officials.

Torre addressed the issue, describing it as an administrative matter already resolved.

Asked how the conflict was addressed, Torre answered: “Dialogue. It is a simple case of dialogue and paliwanagan. Pare-pareho naman tayong public servants at iisa ang ating purpose at layunin at pag-iisip at direction dito—for the good of the Filipino people.”

The country’s top cop stressed that as far as the PNP is concerned, the matter is over.

Torre also dismissed speculations that the manifesto issued by 18 PNP regional offices expressing support for him was a win.

The August 14 Napolcom Resolution would nullify the recent reshuffling involving several high-ranking officials of the PNP.

It instructed the PNP to reinstate Lt. Gen. Jose Melencio Nartatez Jr. as PNP deputy chief for administration and Lt. Gen. Bernard Banac as Area Police Command (APC) Western Mindanao commander.

Around ten more senior police officers were also ordered transferred.

According to the Napolcom, the PNP did not follow Resolution No. 2022-473 regarding the placement of PNP officers in third-level positions, “without the required confirmation by the Commission En Banc.”

“Despite the said issuances, the PNP recently made a series of designations, assignments and reassignments of police commissioned officers,” Resolution No. 2025-0531 read.
